Ecuador's Foreign Ministry lists the countries whose nationals require a visa to enter Ecuador, among them India, the Philippines, Vietnam, Kenya, Afghanistan, Bangladesh, Cuba, Egypt, Ethiopia, Ghana, Iraq, Libya, Myanmar, Nigeria, North Korea, Pakistan, Senegal, Somalia, Sri Lanka, Syria, Venezuela, Yemen and China. The list does not say that every other nationality is exempt, and no official source we could read states the rule for most other passports. Ecuador's Regulation to the Organic Law on Human Mobility says a foreigner who enters Ecuador as a tourist may stay for a maximum of 90 days in a one-year period, and that foreigners from the countries for which Ecuador has established a tourist-visa requirement must apply for the visa at a consular office; the Foreign Ministry's procedure page names those countries as the countries to which Ecuador requires a visa before entry.
