Azerbaijan visa and entry requirements

Azerbaijan's official electronic visa portal says foreigners and stateless persons can apply directly through the portal for a single-entry visa valid for a 30-day stay. The standard e-Visa is issued within 3 working days; the fee is USD 20, plus a USD 9 service fee. Azerbaijan's Foreign Ministry lists the countries with which a visa-free regime applies under bilateral agreements, and the countries whose ordinary passport holders Azerbaijan exempts from visas unilaterally for a set period.

Staying past your permitted stay

Fine: 300 to 400 AZN

Under the Code of Administrative Offences, a foreigner who evades leaving Azerbaijan after their period of stay or residence ends is fined 300 to 400 manat, with or without administrative expulsion. The UK government adds that an overstayer may have to leave within 48 hours, should contact the State Migration Service for a letter permitting departure, and should keep the receipt for the fine.

Registering your presence after arrival

Required

within 15 days of arrival. Done by the traveller.

Foreigners staying in Azerbaijan for more than 15 days (more than 30 days for citizens of Kazakhstan) must register at their place of stay. They must apply within 15 days of arrival (30 days for citizens of Kazakhstan) through the State Migration Service's electronic services, by e-mail, or in person at regional migration departments or ASAN service centres. No state fee is charged for registration. Failure to register within the required period is a basis for administrative liability.

If not done: Failure to register within the required period is a basis for administrative liability. The page does not state an amount.

Customs & currency

Azerbaijan's customs service says foreign currency can be brought in without any restrictions, by complying with customs procedures. You may take out foreign currency up to the equivalent of USD 10,000 in cash via oral declaration; from USD 10,000 to USD 50,000 in cash by submitting the customs documents and written declaration certifying that you brought that amount in; in all other cases it can be taken out by transfer via authorized banks and national postal operators.

  • The UK government's travel advice says you need an export certificate to take antiques or art like carpets, samovars, copperware or paintings out of Azerbaijan; your vendor will give you a certificate, or they are available from the Azerbaijan National Carpet Museum.
  • Canada's travel advice says some prescription medications may not be available in Azerbaijan, that if you take prescription medications you're responsible for determining their legality in Azerbaijan, and to always keep your medication in the original container and carry a copy of your prescriptions.

Tips & warnings

The UK government's travel advice says anyone who has previously visited certain areas in south-western Azerbaijan, including the town of Khankendi, without the permission of the Azerbaijani authorities could be denied entry, and that you should contact the nearest embassy or consulate of Azerbaijan before you travel. It says the border with Armenia remains closed.

Canada's travel advice says that, due to the extension of COVID-19 border measures since 2020, all land border crossings are closed except for freight, and that Canadian passport holders can only enter Azerbaijan by air. The UK government says entry via a land or sea border is restricted and that if you want to leave Azerbaijan by road, you need permission from the authorities.

The UK government's travel advice says that if you're staying in Azerbaijan for longer than 15 days, you must register with the State Migration Service online or in person, and that if you do not register you will have to pay a fine before you are able to leave. Hotels often provide this service for their guests, but you must do it yourself if you are staying in an apartment or private residence.

The UK government's travel advice says you can apply and pay for a visa from the ASAN Visa (e-visa) service, the Republic of Azerbaijan Official Electronic Visa Portal at evisa.gov.az.

Frequently asked questions

Do I need a visa for Azerbaijan?

Azerbaijan's official electronic visa portal publishes a list of countries eligible for the e-Visa, a single-entry visa valid for a 30-day stay that is applied for directly through the portal. Azerbaijan's Foreign Ministry lists the countries with which a visa-free regime applies under bilateral agreements, and the countries whose ordinary passport holders Azerbaijan exempts from visas unilaterally for a set period.

How fast is the ASAN e-Visa?

The standard e-Visa is issued within 3 working days, and the urgent e-Visa within 3 hours, regardless of holidays and non-working days. The portal says to apply at least 3 working days before your planned arrival. The e-Visa is a single-entry visa valid for a 30-day stay.

Can I enter Azerbaijan if I have been to Armenia?

The UK government's travel advice says anyone who has previously visited certain areas in south-western Azerbaijan, including the town of Khankendi, without the permission of the Azerbaijani authorities could be denied entry, and that you should contact the nearest embassy or consulate of Azerbaijan before you travel. No official source we could read says how a visit to Armenia itself is treated at the border.

Can I cross into Azerbaijan by land?

Canada's travel advice says that, due to the extension of COVID-19 border measures since 2020, all land border crossings are closed except for freight, and that Canadian passport holders can only enter Azerbaijan by air. The UK government says the land borders between Iran and Azerbaijan, and Georgia and Azerbaijan, are temporarily closed.

Do I need to register my stay in Azerbaijan?

The UK government's travel advice says that if you're staying in Azerbaijan for longer than 15 days, you must register with the State Migration Service online or in person, and that if you do not register you will have to pay a fine before you are able to leave. It says hotels often provide this service for their guests, but you must do it yourself if you are staying in an apartment or private residence.
