Finland visa and entry requirements

Finland is a Schengen member state. EU citizens can travel there with a valid passport or national ID card; nationals of the countries on the EU's visa-exempt list (Annex II of Regulation 2018/1806) are exempt from the visa requirement for stays of no more than 90 days in any 180-day period (ETIAS is not yet in operation); the Schengen states have jointly agreed which countries' citizens must present a visa, and the Visa Code sets the visa fee at EUR 90. The UK Foreign Office says all border crossing points on the land border between Finland and Russia will remain closed until further notice.

How long you can stay

90 days in any rolling 180-day period

90 days in any rolling 180-day period, counted across the whole Schengen Area rather than per country. The day you arrive counts as the first day and the day you leave counts as the last. Leaving and coming back does not reset the allowance: on any given day, days already spent anywhere in the area during the preceding 180 still count against the 90.

Arrival cards & declarations

Required
  • EES — Entry/Exit System (biometric registration) — If you arrive at a Schengen border crossing point for the first time since the EES started, passport control officers will take a photo of your face and/or scan your fingerprints, and your passport will not be stamped, the EU says. The UK government's travel advice says there is no cost for EES registration. (at the border on first entry) travel-europe.europa.eu (opens in a new tab)
  • ETIAS — European Travel Information and Authorization System — The EU says ETIAS is the new travel authorisation for visa-exempt travellers to enter 30 European countries, Finland among them. It is currently not in operation and no applications are being collected; the EU will announce the start date several months before launch. Staying past your permitted stay

A foreigner who intentionally stays in Finland without the required travel document, visa or residence permit is to be sentenced to a fine for an aliens offence. A foreigner who entered without a residence permit, whose stay would require a visa or residence permit that they have not applied for or been granted, may also be refused entry. An entry ban is imposed for a fixed period of at most five years.

Registering your presence after arrival

Required

Done by the accommodation.

The accommodation operator is responsible for making a traveller notification for each guest, and the traveller must confirm the data by signature. The operator must send the traveller data of foreigners without delay to the police department of the area where the accommodation is located.

Customs & currency

If you enter or leave the EU with €10,000 in cash (or its equivalent in other currencies), you must declare it to customs in the EU country you are entering or leaving, according to the EU's Your Europe portal.

  • The EU's Your Europe portal says that when you enter the EU from a non-EU country you can bring goods free of VAT and excise duties if they are not for resale and within the limits: 4 litres of still wine and 16 litres of beer, plus 1 litre of spirits over 22 % vol. or 2 litres of fortified or sparkling wine, and other goods up to €300 per traveller or €430 for travellers by air and sea. For tobacco, a higher or lower limit may apply depending on the EU country.
  • The EU's Your Europe portal says that when you travel between EU countries no further tax is due on alcohol and tobacco bought for your own use and not for resale. Each EU country sets guideline values that may not be lower than, for example, 800 cigarettes or 10 litres of spirits; if customs suspect goods are not for your own use, you may be asked to prove that they are.

Finland is a party to the 1949 Geneva and the 1968 Vienna Conventions on Road Traffic (UN Treaty Collection). Finland's Transport and Communications Agency (Traficom) says visitors may drive with a valid licence issued in a Geneva or Vienna Convention country (or Hong Kong, Macao or Taiwan), shown to the police with an International Driving Permit or an official translation into Finnish, Swedish or English; neither is needed if the national licence clearly shows its categories and validity. The UK government says you need a UK driving licence to drive in Finland. No official source we could read states for how long a visitor may drive on a foreign licence.

Tips & warnings

The UK FCDO says all border crossing points on the land border between Finland and Russia will remain closed until further notice; the Government of Canada says Finnish authorities have closed all land border crossings with Russia.

If you arrive at a Schengen border crossing point for the first time since the EES started, passport control officers will take a photo of your face and/or scan your fingerprints. The EU says the ETIAS travel authorisation for visa-exempt travellers is currently not in operation.

Canada's travel advice says daylight hours are very short in the winter, so you will need to drive in darkness for most of the day, and that icy road conditions are common and may cause road closures, particularly in northern areas. It also says winter tires are mandatory between November 1 and March 31.

Finland's Foreign Ministry says that if you do not need a visa, you can stay in Finland or in the territory of other Schengen states for ninety days in any 180-day period. The UK government tells British travellers that visits to Schengen countries within the previous 180 days count towards the 90 days.

The Schengen states have jointly agreed which countries' citizens must present a visa; the Visa Code sets the visa fee at EUR 90.

Does time in Finland count against my Schengen 90-day limit?

Yes. Finland's Foreign Ministry says that if you do not need a visa, you can stay in Finland or in the territory of other Schengen states for ninety days in any 180-day period.

Can I cross between Finland and Russia by land?

The UK FCDO says all border crossing points on the land border between Finland and Russia will remain closed until further notice, and the Government of Canada says Finnish authorities have closed all land border crossings with Russia.
