Latvia visa and entry requirements

The EU lists Latvia among the Schengen area countries. EU law says Member States let Union citizens enter with a valid identity card or passport and may impose no entry visa on them; the EEA Agreement extends this to nationals of the EFTA States, and the EU–Swiss free movement agreement lets Swiss nationals enter on a valid identity card or passport without an entry visa. Nationals of the countries listed in Annex II of Regulation (EU) 2018/1806 are exempt from the visa requirement for stays of no more than 90 days in any 180-day period, and nationals of the countries listed in Annex I must hold a visa; ETIAS is currently not in operation. Latvia's Foreign Ministry lists a short-stay visa fee of €90 for applicants aged 12 and older, and €35 for nationals of the countries with which the EU has concluded visa facilitation agreements. Under Latvia's Cabinet Regulation No. 123, which loses force on 1 January 2027, Russian citizens may be allowed to enter across Latvia's external border only in the cases it lists, among them holders of a Latvian, EU, EEA or Swiss residence permit or a Schengen long-stay visa, and holders of a Visa Code visa who are family members of Latvian or EU citizens or whose entry is linked to humanitarian considerations.

How long you can stay

90 days in any rolling 180-day period

90 days in any rolling 180-day period, counted across the whole Schengen Area rather than per country. The day you arrive counts as the first day and the day you leave counts as the last. Leaving and coming back does not reset the allowance: on any given day, days already spent anywhere in the area during the preceding 180 still count against the 90.

Arrival cards & declarations

Required
  • EES — Entry/Exit System (biometric registration) — The EU's Travel to Europe site says that the first time you arrive at a border crossing point since the EES started, passport control officers will take a photo of your face and/or scan your fingerprints, and that this can be quicker if you register some of your data in advance, using the self-service system if available at your border crossing point and/or a mobile application if the country of arrival or departure makes one available. The UK government tells British travellers that they do not need to take any action before arriving at the border on entry to the Schengen area, and that there is no cost for EES registration. (at the border on first entry) travel-europe.europa.eu (opens in a new tab)
  • ETIAS — European Travel Information and Authorization System — ETIAS is the new travel authorisation for visa-exempt travellers to enter 30 European countries, Latvia among them. It is currently not in operation and no applications are being collected; the EU will announce the start date several months before launch. (before travel, once etias starts) travel-europe.europa.eu (opens in a new tab)

Staying past your permitted stay

Staying in Latvia without a valid travel document, visa, residence permit, travel authorisation or other required document, or otherwise breaching the conditions of stay, is punished by a warning or a fine of up to seventy fine units. One fine unit is five euro. A foreigner found staying unlawfully is issued a departure order, except in cases set in the law, with 7 to 30 days to comply. Breaching the entry and stay rules in Latvia or another Schengen state within the last year is one of the grounds listed for inclusion in the entry-ban list; the entry ban is then set at 30 days to three years.

  • Riga municipal fee for accommodating holidaymakers and tourists (pašvaldības nodeva par atpūtnieku un tūristu uzņemšanu) — 0.89 EUR per person per night. Paid at the accommodation.

In Riga the fee is 0.89 euro for each night a holidaymaker or tourist spends in tourist accommodation, but no more than 8.90 euro for one continuous stay. Stays of under-18s are not charged. Exemptions: Stays of tourists or holidaymakers under 18 are not charged.

Customs & currency

If you enter or leave the EU with €10,000 in cash (or its equivalent in other currencies), you must declare it to the customs authorities in the EU country you are entering or leaving, using the EU cash declaration form.

  • Entering the EU from a non-EU country, the EU's Your Europe portal lists duty-free allowances of 4 litres of still wine and 16 litres of beer, plus 1 litre of spirits over 22% vol. or 2 litres of fortified or sparkling wine, and other goods up to €300 per traveller or €430 for travellers by air and sea. For tobacco it lists Latvia among the countries that apply the lower limit to land and sea travellers: 40 cigarettes or 20 cigarillos or 10 cigars or 50 g tobacco (the higher limit is 200 cigarettes or 100 cigarillos or 50 cigars or 250 g tobacco).
  • Travelling between EU countries, the EU's Your Europe portal says no further payments are due on alcohol and tobacco bought for your own use and not for resale, as taxes are included in the price in the country where you bought them. Each EU country sets guideline quantities, which may not be lower than, for example, 800 cigarettes or 10 litres of spirits; if customs suspect that goods are not for your own use, you may be asked to prove that they are.

Latvia is a party to the 1968 Vienna Convention on Road Traffic (UN Treaty Collection). Latvia's Road Traffic Safety Directorate (CSDD) says a driver arriving from abroad may drive in Latvia with a driving licence showing the categories specified in the 1968 Convention on Road Traffic; a licence that does not show those categories permits driving only vehicles corresponding to category B, provided it grants the right to drive a motor vehicle in the issuing country, and if its entries are not in the Latin alphabet the driver must also present a notarised translation into Latvian. It says a driver from abroad residing in Latvia for more than one year must exchange the licence.

Best time to visit

No official source we could read gives a best time to visit. The UK FCDO says to be prepared for extremely cold and possibly hazardous weather in Latvia in winter, between October and March: temperatures may drop to −25°C or below, and snowfalls can cause delays and cancellations on public transport and difficult road conditions.

Tips & warnings

The UK FCDO advises against all travel to Belarus. It says there is limited access along parts of Latvia's border with Belarus, the Silene-Urbani road border crossing is currently closed, access to within 2km of the border with Belarus is limited, and entering the border area requires a special licence issued by the Latvian Border Guard.

The EU's Travel to Europe site says that the first time you arrive at a border crossing point since the EES started, passport control officers will take a photo of your face and/or scan your fingerprints. ETIAS is currently not in operation.

The UK FCDO says some tourists have been charged high prices for drinks or have found fraudulent transactions on their credit and debit cards. It advises getting recommendations for bars and clubs from trustworthy sources and making sure a credit or debit card transaction is completed in your presence.

The EU's Your Europe portal lists Estonia, Latvia and Lithuania in the Schengen area, and the UK government tells British travellers visiting other Schengen countries as well to keep the whole visit within the 90-day visa-free limit, counting visits to Schengen countries in the 180 days before they travel.

Frequently asked questions

Do I need a visa for Latvia?

Union citizens enter with a valid identity card or passport, and EU law says no entry visa may be imposed on them; the EEA Agreement extends this to nationals of the EFTA States, and the EU–Swiss free movement agreement lets Swiss nationals enter on a valid identity card or passport without an entry visa. Nationals of the countries listed in Annex II of Regulation (EU) 2018/1806 are exempt from the visa requirement for stays of no more than 90 days in any 180-day period; nationals of the countries listed in Annex I must hold a visa when crossing the external borders. Latvia's Foreign Ministry lists a short-stay visa fee of €90 for applicants aged 12 and older, and €35 for standard processing for nationals of Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Serbia, Montenegro, North Macedonia and Moldova, and for nationals of Ukraine, as citizens of countries with which the EU has concluded visa facilitation agreements.

Does time in Latvia count against my Schengen 90-day limit?

Yes. The UK government tells British travellers that the Schengen area includes Latvia, that a whole visit to Schengen countries must stay within the 90-day visa-free limit, and that visits to Schengen countries in the 180 days before you travel count towards the 90 days. The Schengen Borders Code sets the entry conditions for intended stays on the territory of the Member States of no more than 90 days in any 180-day period, considering the 180-day period preceding each day of stay. The EU's Your Europe portal lists Estonia, Latvia and Lithuania in the Schengen area.

Can Russian citizens enter Latvia with a Schengen visa?

Only in the cases Latvia's Cabinet Regulation No. 123 (25 February 2025) lists; the regulation loses force on 1 January 2027. It says Russian citizens may be allowed to enter Latvia across its external border if they hold a residence permit of Latvia, the EU, an EEA state or Switzerland, or a long-stay visa of a Schengen state, or if they hold a visa issued under the Visa Code and are family members of Latvian citizens or of EU, EEA or Swiss nationals, employees of transport and passenger carriers or cargo or technical crews arriving or leaving on duty, seafarers travelling to or from their ship, or persons whose entry is linked to humanitarian considerations, among other listed cases.

Do I need ETIAS to visit Latvia?

Not yet: ETIAS is currently not in operation and no applications are being collected. The EU's ETIAS website describes it as the new travel authorisation for visa-exempt travellers to enter 30 European countries, Latvia among them, with an application fee of EUR 20, and says the EU will announce the start date several months before launch.

Can I visit all three Baltic states on one Schengen visa?

Yes for a uniform Schengen visa: the Visa Code defines it as a visa valid for the entire territory of the Member States, and the EU's Your Europe portal lists Estonia, Latvia and Lithuania in the Schengen area. Visa exemption under Regulation (EU) 2018/1806 likewise covers stays of no more than 90 days in any 180-day period.
