Malta is part of the Schengen Area: EU citizens travel freely, and Swiss and EEA nationals enter with a valid identity card or passport; nationals of the countries and territories on the EU's visa-exempt list (Annex II of Regulation (EU) 2018/1806) can stay up to 90 days in any 180-day period (ETIAS is not yet in operation), and nationals of the countries on its visa-required list (Annex I) need a Schengen short-stay visa (standard fee €90 under the Visa Code). Malta's Central Visa Unit says the responsibility of issuing visas is shared with Malta's diplomatic missions abroad.

90 days in any rolling 180-day period
90 days in any rolling 180-day period, counted across the whole Schengen Area rather than per country. The day you arrive counts as the first day and the day you leave counts as the last. Leaving and coming back does not reset the allowance: on any given day, days already spent anywhere in the area during the preceding 180 still count against the 90.
This limit is the one set for travellers who need permission to enter. It does not cap a stay you make under freedom of movement.

Set by the EU–Belarus visa facilitation agreement (Article 6); €70 when the applicant asks for a decision within two days and the consulate accepts; waived for children under 12, among other listed categories. Council Decision (EU) 2021/1940 suspends some of the agreement's provisions.
Set by the EU–Cabo Verde visa facilitation agreement as amended (Article 5) at 75% of the fee charged under the applicable legislation; children aged 12 to under 18 are charged 50% of that fee, and children under 12 are exempt, among other listed categories.
Standard fee under the Visa Code (Article 16): children aged six to under 12 pay €45 and children under six pay nothing. The EU–Russia visa facilitation agreement is suspended in whole for Russian citizens (Council Decision (EU) 2022/1500). The European Commission says Russian nationals will no longer be able to receive multiple-entry visas, while allowing exceptions for limited and justified cases such as independent journalists and human rights defenders.
For stays exceeding 90 days. Under the Long-stay Visa Fees Regulations (L.N. 287 of 2020) the fee is €70 for study purposes and €100 for any other purpose; long-stay visas are issued free of charge to minors under six and to family members as defined in Malta's free movement order. The Central Visa Unit says its premium application process, for applicants who reside in or are nationals of a country without a diplomatic mission, costs 300 euros covering all associated fees.
Under the Schengen Borders Code (Article 6(1)(a)), a third-country national's travel document must be valid for at least three months after the intended date of departure from the Schengen Area (this may be waived in a justified case of emergency) and must have been issued within the previous 10 years.

Schengen visa applicants must prove they hold adequate and valid travel medical insurance, valid throughout the Schengen Area for the whole intended stay, with minimum coverage of €30,000. No official source we could read requires it of visa-exempt visitors.

The European Commission's table of reference amounts fixed by national authorities for crossing the external border gives Malta's minimum amount per day and per person as EUR 48.
A person who landed with leave becomes a prohibited immigrant if they fail or cease to comply with any condition of their leave to land or remain. The Principal Immigration Officer may then issue a return decision. If a removal order accompanies it, the person may be detained until removed. The return decision tells the person that they may apply for a voluntary-departure period of 7 to 30 days. An entry ban accompanies the return decision when no voluntary-departure period is granted or the person does not leave within it. The length of the entry ban depends on the circumstances of the case and does not exceed five years.
Cash of €10,000 or more (or its equivalent in other currencies) must be declared to customs when entering or leaving the EU.
WHO lists Malta as requiring proof of yellow fever vaccination from travellers aged nine months and over arriving from countries determined by WHO to be at risk for yellow fever transmission, including travellers who transited more than 12 hours through the airport of such a country.
Requirements normally count any country you have been in shortly before arrival, not only where you boarded.

EU citizens travel freely, and Swiss and EEA nationals enter with a valid identity card or passport. Nationals of the countries and territories on the EU's visa-exempt list (Annex II of Regulation (EU) 2018/1806) can stay up to 90 days in any 180-day period (ETIAS is not yet in operation). Nationals of the countries on the EU's visa-required list (Annex I) need a Schengen visa; Malta's Central Visa Unit shares the responsibility of issuing visas with Malta's diplomatic missions abroad.
The European Commission lists the Schengen short-stay visa fee as €90 for adults, €45 for children aged 6–12, €35 for applicants from Armenia, Azerbaijan and Belarus and €67.50 for applicants from Cabo Verde. Malta's Long-stay Visa Fees Regulations (L.N. 287 of 2020) set the fee for a long-stay visa at €70 for study purposes and €100 for any other purpose, and long-stay visas are issued free of charge to family members as defined in Malta's free movement order and to minors under six.
ETIAS is currently not in operation and no applications are being collected; the EU will announce the start date several months before launch. The official ETIAS website gives the application fee as EUR 20.
Nationals of the countries on the EU's visa-exempt list can stay up to 90 days in any 180-day period, and the UK government tells British visitors that visits to Schengen countries in the 180 days before travel count towards the 90 days.
