Papua New Guinea visa and entry requirements

Papua New Guinea's Immigration and Citizenship Services Authority (ICSA) gives a visa on arrival to citizens of the countries and territories on its list, including Canada, the United Kingdom, Japan, Singapore, Indonesia, Israel and Pacific Island states such as Fiji, Samoa and Tonga; mainland New Zealand, France and the United States are not eligible. ICSA's eVisa portal lists the passports eligible for a 60-day Easy Visitor Permit, among them the United States, New Zealand and EU states, and those for a 30-day permit, among them Australia, India and Russia; there is no Migration Service Fee, but online applications cost USD 50. ICSA's Visitor Visa page tells travellers not eligible for a visa on arrival to submit the paper form; its eVisa portal also offers the Tourist – Own Itinerary visa online, valid for a single entry and 60 days from arrival, with a US$50 online lodgement fee (if applicable). Melanesian Spearhead Group passport holders get a visa on arrival for stays of 30 days or less.

Entry requirements

Passport validity

ICSA's visa guide says passports should be valid for at least 6 months from the date of intended travel.

Vaccinations

Conditional
  • Yellow fever (International Certificate of Vaccination or Prophylaxis) — WHO's list says Papua New Guinea requires proof of yellow fever vaccination from travellers aged 1 year or over arriving from countries with risk of yellow fever transmission, including those who have transited through the airport of such a country, regardless of the duration of the transit.
  • Hepatitis A and routine vaccines — No official source we could read makes these vaccinations a condition of entry. Canada's travel health advice says vaccination is recommended for all travellers to areas where hepatitis A is present, that there is a risk of hepatitis A here, to make sure routine vaccinations are up to date, and that there is a risk of malaria in certain areas: consult a travel health clinic about antimalarial medication, ideally 6 weeks before travel.

Travel insurance

Not officially stated

No official source we could read makes travel insurance a condition of entry to Papua New Guinea. The UK government says medical facilities are very basic, that evacuation by air ambulance to Australia is available in more serious cases, and to make sure you have adequate travel health insurance and accessible funds.

Onward or return ticket

Required

ICSA's visa guide lists a copy of a travel itinerary with a confirmed onward or return ticket among the requirements for these visitor visa classes: Tourist (own itinerary), Tourist (tour package), Visiting Relative, Sports Person and Journalist/Reporter, and for the 30-day and 60-day Easy Visitor Permits; its list for the Yachtsperson class does not include one. It says Melanesian Spearhead Group visa-on-arrival travellers need a travel itinerary with a confirmed onward or return ticket too, and the eVisa portal asks business-visa applicants for a copy of their return airline ticket.

Proof of funds

Required

ICSA's visa guide asks visitor and Easy Visitor Permit applicants for their itinerary and a guarantee that they are financially secure. No official source we could read states an amount.

Arrival cards & declarations

Required
  • PNG Digital Arrival Card (PNGDAC) — ICSA says the PNG Digital Arrival Card is a mandatory pre-arrival requirement for all persons travelling to Papua New Guinea, including PNG citizens, permanent residents and all foreign nationals, and has told airlines that travellers must complete it before their boarding passes are issued. The card can be completed only in the 72 hours before arrival, and it is not a visa. (online within 72 hours before arrival, and before check-in) pngdac.ica.gov.pg (opens in a new tab)

Staying past your permitted stay

Fine: 3,000 to 10,000 PGK

The Immigration and Citizenship Authority charges overstayers on all visa types an additional migration fee by length of overstay: nothing up to 28 days, PGK 3,000 for 29 to 60 days, PGK 5,000 for 61 to 365 days, and PGK 10,000 from one year, which may also involve prosecution.

Customs & currency

The PNG Digital Arrival Card asks every passenger to declare all goods, currency and items as required, including amounts over the currency reporting threshold. No official source we could read states the threshold.

  • The UK government says it is illegal to enter Papua New Guinea with many fruits, vegetables and animal products due to local quarantine controls, and that you must declare anything that may be prohibited or subject to tax or duty.

Yellow fever certificate

WHO's list says Papua New Guinea requires proof of yellow fever vaccination from travellers aged 1 year or over arriving from countries with risk of yellow fever transmission, including those who have transited through the airport of such a country, regardless of the duration of the transit.

International Driving Permit

Papua New Guinea is a party to the 1949 Geneva Convention on Road Traffic (UN Treaty Collection). Papua New Guinea's Road Traffic Authority (RTA) says a current foreign driver's licence is accepted in place of a PNG driver's licence for a period of 6 months from the date the holder entered PNG, if the holder usually resides in a country other than PNG, and that a licence written in a language other than English is accepted only if it is accompanied by an English translation. Canada's travel advice says you must always carry a valid driver's licence and International Driving Permit when driving; the UK government says a UK photocard driving licence can be used to drive in Papua New Guinea for the first 6 months after you arrive.

Tips & warnings

The UK government says there is a high risk of serious crime in Port Moresby, Lae and Mount Hagen, that walking after dark is particularly dangerous in urban centres, and that criminals target people who are using banks and ATMs. It advises not travelling alone or at night, and always locking car doors and keeping windows up.

Canada's travel health advice says there is a risk of malaria in certain areas of Papua New Guinea and that dengue is a risk to travellers. It advises consulting a health care professional or travel health clinic about antimalarial medication, ideally 6 weeks before travel, and protecting yourself from mosquito bites at all times.

The UK government says delays and cancellations of international and domestic flights often happen, and advises checking with your airline before travel.

Frequently asked questions

Do I need a visa for Papua New Guinea?

It depends on your passport. Citizens of the countries on ICSA's visa-on-arrival list, including Canada, the United Kingdom, Japan, Singapore, Indonesia, Israel and Pacific Island states such as Fiji, Samoa and Tonga, can get a visa on arrival, and Melanesian Spearhead Group passport holders get one for stays of 30 days or less. ICSA's eVisa portal lists the passports eligible for the 60-day Easy Visitor Permit, among them the United States, New Zealand and EU states, and others, among them Australia, India and Russia, for a 30-day permit; there is no Migration Service Fee, but online applications cost USD 50.

How do I apply for the PNG tourist eVisa?

ICSA's Visitor Visa page says travellers whose passport is from a country eligible for a visa on arrival may apply through the electronic visa portal. For the Easy Visitor Permit, ICSA's guide asks for a request letter, a copy of your passport bio page, and your travel itinerary with a confirmed onward or return ticket and a guarantee that you are financially secure; it says the turnaround for all visa applications is 10 working days if all requirements are met. The eVisa portal lists the passports eligible for the 60-day permit, among them the United States, New Zealand and EU states, and for the 30-day permit, among them Australia, India and Russia; ICSA's Visitor Visa page tells travellers not eligible for a visa on arrival to use the paper form, and the portal also offers the Tourist – Own Itinerary visa online, for a single entry and 60 days from arrival, with a US$50 online lodgement fee (if applicable).

Is there a visa on arrival in Papua New Guinea?

Yes, for the countries and territories on ICSA's visa-on-arrival list, which includes Canada, the United Kingdom, Japan, Singapore, Indonesia, Israel, the United Arab Emirates and Pacific Island states such as Fiji, Samoa and Tonga; mainland New Zealand, France and the United States are not eligible. ICSA's guide says Chinese tourists with ordinary passports are eligible only when travelling in organised tour groups with a registered tour operator in Papua New Guinea.

How long can I stay in Papua New Guinea?

The 60-day Easy Visitor Permit is valid for a single entry and a period of 60 days from the date of arrival, and ICSA says that in most circumstances a visitor visa is valid for a single-entry stay of 60 days from arrival. Depending on the type of visa issued, ICSA says you may be eligible to extend your stay without leaving the country.

Is Papua New Guinea safe to visit?

The UK government says there is a high risk of serious crime in Port Moresby, Lae and Mount Hagen and that walking after dark is particularly dangerous in Port Moresby and other urban centres, and it advises against all but essential travel to Hela and Southern Highlands provinces, because of the high risk of tribal fighting, and to Enga province except Wabag District.

What vaccinations do I need for Papua New Guinea?

WHO's list says Papua New Guinea requires proof of yellow fever vaccination from travellers aged 1 year or over arriving from countries with risk of yellow fever transmission, including those who have transited through the airport of such a country, regardless of the duration of the transit. No official source we could read lists any other compulsory vaccination. Canada's travel health advice says vaccination is recommended for all travellers to areas where hepatitis A is present, that there is a risk of hepatitis A here, to make sure routine vaccinations are up to date, and that there is a risk of malaria in certain areas, so consult a travel health clinic about antimalarial medication.
