Yellow fever certificate
Arriving from Iraq, no yellow fever certificate is required: WHO does not list Iraq as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Iraq license
Iraq is party to the 1968 Vienna Convention and Papua New Guinea to the 1949 Geneva Convention. They share none, so no treaty obliges Papua New Guinea to recognize an International Driving Permit issued in Iraq.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.
PNG Digital Arrival Card (PNGDAC) — ICSA says the PNG Digital Arrival Card is a mandatory pre-arrival requirement for all persons travelling to Papua New Guinea, including PNG citizens, permanent residents and all foreign nationals, and has told airlines that travellers must complete it before their boarding passes are issued. The card can be completed only in the 72 hours before arrival, and it is not a visa.
