Turkmenistan visa and entry requirements

Turkmenistan's State Migration Service says foreign citizens may enter and stay on the basis of a visa unless an international treaty of Turkmenistan provides otherwise. The UK and Canadian governments say a visa application needs a letter of invitation; the UK Foreign Office says authorised travel agents provide these for tourist visits, and that with the letter you apply at an Embassy of Turkmenistan or buy a visa on arrival at Ashgabat airport and some land borders.

Arrival cards & declarations

Required
  • Migration fee and registration — Turkmenistan's State Migration Service says foreign citizens and stateless persons arriving in or transiting Turkmenistan pay a registration fee of USD 10 for their stay; children aged 7 to 16 pay 50% and children under 7 are exempt. The UK government says the migration fee on arrival is USD 14, and that all foreign visitors also pay a tourism tax of USD 2 for each day of their stay. It says stays of more than 3 working days must be registered with the State Migration Service within 3 days of arrival, and that your hotel or sponsor will usually do this. Canada's travel advice says you must complete a migration card and pay a migration fee on arrival. (on arrival)

Staying past your permitted stay

Under the Code of Administrative Offences, a foreigner who violates the rules of stay in Turkmenistan, including by living without a visa after it expires or evading departure after the permitted period, is fined eight to sixteen times the base amount, or administratively expelled with a temporary restriction on entry of up to five years.

Registering your presence after arrival

Foreign nationals in transit whose stay does not exceed five days (not counting the day of entry) are registered only at the migration points of the border checkpoints. Breaking the registration procedure is punished by a fine of eight to sixteen base units, or by administrative expulsion with a temporary entry restriction of up to five years.

Customs & currency

Turkmenistan's customs service says foreign cash may be brought in without limit if it is declared to customs, and that you may take out up to USD 10,000 (or the equivalent), plus foreign cash you brought in and declared, on presenting the import declaration.

  • The UK government says Turkmenistan's State Customs Service reports that you may enter with prescription medicines if you have a copy of the prescription with them, but that you could be prosecuted for possessing drugs Turkmenistan may classify as narcotics, such as morphine or strong painkillers, without a prescription or if carrying more than you need without declaring them on arrival.
  • The UK government says the tobacco allowance of 2 packs means, for example, 2 packets of cigarettes (40 cigarettes) or 2 cigars.

Country in a nutshell

Currency
Turkmenistani manat (TMT, m)
Cards & payments
The UK government says Turkmenistan is largely a cash-based society: pay in manat, bring new, clean US dollar or euro notes to exchange at a bank or money exchange, and bring enough dollars for your entire trip, as the limited number of international ATMs in Ashgabat can run out of manat notes. The Government of Canada says a few hotels and restaurants in Ashgabat accept credit cards.
Safety — Exercise caution
The UK government says that while the crime rate is low you should exercise a similar level of caution as you would in the UK, that land border crossings can be subject to occasional and unannounced closures, that access to areas near the borders with Afghanistan and Iran is tightly restricted, and that although there is no recent history of terrorism in Turkmenistan, attacks cannot be ruled out.Verified Oct 3, 2026 · Source: gov.uk (opens in a new tab)

International Driving Permit

Turkmenistan is a party to the 1968 Vienna Convention on Road Traffic (UN Treaty Collection). The UK government tells British drivers they need to have both the 1968 international driving permit (IDP) and their UK driving licence with them in the car. Canada's travel advice tells Canadians to carry an international driving permit and says foreigners residing in Turkmenistan must apply for a local driver's licence with the Road Police Department, and that drivers may be fined or jailed if any amount of alcohol is detected. Australia's Smartraveller says it is illegal to drive with a blood alcohol reading over zero percent. No official source we could read states for how long a visitor may drive on a foreign licence.

Tips & warnings

The Government of Canada says photographing military installations, police stations, airports, government buildings and other sensitive sites may result in a penalty, and advises seeking permission from local authorities before taking photographs.

Frequently asked questions

Do I need a visa for Turkmenistan?

Turkmenistan's State Migration Service says foreign citizens enter on the basis of a visa unless an international treaty of Turkmenistan provides otherwise. The UK and Canadian governments say a visa application needs a letter of invitation; for tourist visits, the UK Foreign Office says authorised travel agents provide these letters.

How do I get a Turkmenistan letter of invitation?

Canada's travel advice says the letter comes from the person you will visit, the company you will work for or an authorised travel agency in Turkmenistan, which must submit a request to the State Migration Service. With the letter, the UK government says, you can apply at an Embassy of Turkmenistan, where the decision is referred to Ashgabat and can take up to a month, or buy a visa on arrival at Ashgabat International Airport and some land borders.

Can I get a Turkmenistan visa on arrival?

Yes, once you have your letter of invitation: the UK government says the visa on arrival is available at Ashgabat International Airport and some land borders. The State Migration Service charges a further USD 50 on top of the fee for a visa obtained at the international airport.

Is there a Turkmenistan transit visa without an invitation letter?

No. The State Migration Service lists the transit visa for up to 5 days per trip. The UK government says you apply for a letter of invitation through your nearest Embassy of Turkmenistan, which can then be converted to a transit visa at the land border checkpoint; it says the sponsor for a transit visa is the State Migration Service rather than a tour agency, that you must enter and leave through the border crossings included on the letter of invitation, that transit visas are most commonly used for entry through a land border, for example overland from Uzbekistan, and that you cannot buy one at Baku seaport.

Can I travel independently in Turkmenistan?

No official source we could read states whether tourists must be accompanied by a guide. Canada's travel advice says the areas bordering Iran, Uzbekistan and Afghanistan, including the city of Dashoguz and areas of the Caspian coast, are restricted zones that need permission from the Government of Turkmenistan, applied for at least 10 working days ahead. The UK government says transit-visa holders must enter and leave through the border crossings included on their letter of invitation.
