Proof of funds

Required

Cabinet of Ministers Resolution No. 884 of 2013, adopted under Article 21 of the Law on the Legal Status of Foreigners, says foreigners must have funds of 20 times Ukraine's monthly subsistence minimum per month, calculated for other lengths of stay as ((20 × the monthly minimum) ÷ 30) × (days of stay + 5). It can be established by cash, a document entitling you to funds from a Ukrainian bank, a payment card with a bank statement, an accommodation booking, a tour voucher, a host's guarantee letter or a return ticket with a fixed date, and is checked by Ukraine's missions when issuing visas, at border checkpoints during second-line control, and by the migration service when extending a stay.

Staying past your permitted stay

Under article 203 of the Code of Administrative Offences, a foreigner who exceeds the permitted period of stay by no more than 30 days is fined 100 to 200 tax-free minimum incomes of citizens. Exceeding it by more than 30 days is fined 200 to 300. In these cases a forced-return decision may come with a 3-year ban on entering Ukraine. Forced expulsion always comes with a 5-year entry ban. The UK government says that if you overstay the 90-day allowance, you will be fined and may not be able to return to Ukraine for 90 days after leaving.

Other compulsory government charges

  • Tourist tax (Туристичний збір) — Up to 0.5% (domestic tourism) or up to 5% (inbound tourism) of the minimum wage set by law on 1 January of the reporting (tax) year, per person per day of temporary accommodation. Paid at the accommodation.

Ukrainian citizens, foreigners and stateless persons pay the tourist tax when they arrive in an area whose village, town or city council has introduced it and stay in the accommodation listed in the Tax Code. They pay it in advance, before the stay, to the tax agent. The council sets the rate for each day of stay: up to 0.5% of the minimum wage set on 1 January of the tax year for domestic tourism, and up to 5% for inbound tourism, per person per day. Children under 18 do not pay.

Exemptions: Children under 18, among the other exempt groups listed in the Tax Code.

Customs & currency

Canada's travel advice says cash of €10,000 or more (or the equivalent in other currencies) must be declared to customs when entering or leaving Ukraine, and undeclared amounts above that may be seized.

  • Canada's travel advice says not to take pictures of military installations, including mobile or temporary defence equipment, or of other government buildings, including drones flying overhead, air defences and downed aircraft.

International Driving Permit

Ukraine is a party to the 1968 Vienna Convention on Road Traffic (UN Treaty Collection). Ukraine's Regulation on issuing driving licences (Cabinet of Ministers Resolution No. 340 of 8 May 1993, paragraph 30) says persons temporarily staying in Ukraine may drive with a foreign driving licence that meets the requirements of the 1968 Convention on Road Traffic and whose entries are made or duplicated in Latin letters, or with an international driving permit together with a foreign licence that does not meet those requirements. The UK government says you must have a 1968 international driving permit (IDP) as well as your UK driving licence to drive in Ukraine, and that the 1949 IDP is not accepted any more. Canada's travel advice says you must carry an international driving permit. No official source we could read states for how long a foreign licence may be used.

How do I get to Ukraine if there are no flights?

Is it safe to visit Ukraine right now?

It says to identify shelter locations in advance of any air alert, and that there are air raid alert apps such as "Air Alert". Canada advises avoiding all travel to Ukraine.

How does the Ukrainian eVisa work?

Ukraine's Ministry of Foreign Affairs says you register on its e-Visa platform, fill in the application online, upload a photo, passport, health insurance policy with EUR 30,000 coverage, proof of sufficient funds and a document confirming the purpose of the visit, and pay the fee: USD 20 for a single-entry e-Visa, USD 30 for double entry, doubled for the urgent procedure.
