Yellow fever certificate
Arriving from Uzbekistan, no yellow fever certificate is required: WHO does not list Uzbekistan as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Uzbekistan license
Uzbekistan is party to the 1968 Vienna Convention and Brunei to the 1949 Geneva Convention. They share none, so no treaty obliges Brunei to recognize an International Driving Permit issued in Uzbekistan.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.
Brunei E-Arrival Card — The UK government says you must submit an e-arrival declaration form to enter Brunei, before you travel, as it may be requested at check-in, and that you do not need to complete it if you are not passing through immigration. The US Department of State says all travellers are required to obtain an E-Arrival Card registration approval before arrival by air, land and sea, that no payment is required for the registration, and that transit travellers are exempted.
No official source states a rule on: proof of funds.
