The Ministry of Foreign Affairs' visa-required list marks citizens of Bahrain, Belize, Bolivia, Cambodia, Cabo Verde, China, Cuba, the Dominican Republic, Ecuador, Fiji, Gabon, Guyana, Haiti, India, Jamaica, Kuwait, Madagascar, the Maldives, Mongolia, Nauru, Oman, Papua New Guinea, São Tomé and Príncipe, Saudi Arabia, South Africa, Eswatini, Thailand, Comoros and Togo as excepted when they hold a residence permit or valid visa (not a transit visa) issued by an EU or Schengen state, the UK, the US or Canada, during its validity.

Driving on a South Africa license
Moldova and South Africa are both party to the 1968 Vienna Convention, so an International Driving Permit issued in South Africa is one Moldova is bound to recognize.
