Yellow fever certificate
Arriving from Ghana, a yellow fever certificate is required: WHO lists Ghana as a transmission risk.
Driving on a Ghana license
Rwanda and Ghana are both party to the 1949 Geneva Convention, so an International Driving Permit issued in Ghana is one Rwanda is bound to recognize.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.

- Passport validity — Rwanda's immigration directorate says an applicant should hold a genuine acceptable travel document valid for not less than 6 months. The UK Foreign Office says your passport must have an expiry date at least 6 months after the date you arrive and at least one blank page for entry stamps.
