How to apply

No visa application is needed for a short visit.

Yellow fever certificate

Arriving from Kenya, a yellow fever certificate is required: WHO lists Kenya as a transmission risk.

Driving on a Kenya license

Kenya is party to the 1968 Vienna Convention and Rwanda to the 1949 Geneva Convention. They share none, so no treaty obliges Rwanda to recognize an International Driving Permit issued in Kenya.

Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.
