Albania's visa fee list names the Albanian mission in Moscow as where to apply. Type C visa: EUR 30 (one entry), EUR 50 (two entries), EUR 50 (multiple entries). Type D visa: EUR 50.
Holders of a valid multiple-entry Schengen, EU, US or UK visa that has already been used in the country that issued it, or of a valid residence permit from one of those countries, can enter Albania visa-free. They must leave Albania at least 3 days before that visa or permit expires. The exemption does not apply to Iranian citizens, who need a visa in all cases.

The fee depends on nationality and the number of entries. The e-Visa portal points to the fee table under Council of Ministers decision no. 329 of 29 May 2024, which lists the C visa fee per country: for example €45 for Afghanistan; €50 for one entry, €75 for two and €100 for multiple entries for Angola; and free for Algeria and Palestine. For countries not listed the table says reciprocity applies, or €35 where there is none. The portal says visa fees for minors aged 6-12 are half the visa fees for adults, and that the visa fee does not apply to children under the age of 6.
When to apply: Apply no more than 90 days before your intended date of travel; an application with a later travel date is refused.
Arriving from Russia, no yellow fever certificate is required: WHO does not list Russia as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Russia license
Albania and Russia are both party to the 1949 Geneva Convention & 1968 Vienna Convention, so an International Driving Permit issued in Russia is one Albania is bound to recognize.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.
Passport validity — If you do not need a visa, your passport must be valid for at least 3 months beyond your intended departure from Albania and must have been issued within the previous 10 years. If you need a visa, it must be valid for at least 3 months beyond the expiry of the visa and have at least 2 blank pages.
