So do visa-required nationals living in the EU, the US, Australia, Canada, the UK, Japan, Norway, New Zealand, the UAE or Switzerland with a residence card or permit valid at least 180 days on the date of application.

Driving on a Vietnam license
Morocco and Vietnam are both party to the 1949 Geneva Convention & 1968 Vienna Convention, so an International Driving Permit issued in Vietnam is one Morocco is bound to recognize.
