The Royal Oman Police grants its GCC Resident Visa to foreign residents of GCC countries who visit Oman for tourism, provided they hold professions it specifies. It needs no sponsor and allows a single entry and a stay of four weeks, extendable for one week.

Yellow fever certificate
Arriving from Ethiopia, a yellow fever certificate is required: WHO lists Ethiopia as a transmission risk.
Driving on a Ethiopia license
Oman and Ethiopia are both party to the 1968 Vienna Convention, so an International Driving Permit issued in Ethiopia is one Oman is bound to recognize.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.
