The Royal Oman Police grants its GCC Resident Visa to foreign residents of GCC countries who visit Oman for tourism, provided they hold professions it specifies. It needs no sponsor and allows a single entry and a stay of four weeks, extendable for one week.

Yellow fever certificate
Arriving from Syria, no yellow fever certificate is required: WHO does not list Syria as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Syria license
Syria is party to the 1949 Geneva Convention and Oman to the 1968 Vienna Convention. They share none, so no treaty obliges Oman to recognize an International Driving Permit issued in Syria.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.
