Yellow fever certificate
Arriving from Afghanistan, no yellow fever certificate is required: WHO does not list Afghanistan as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Afghanistan license
Afghanistan is party to the and Rwanda to the 1949 Geneva Convention. They share none, so no treaty obliges Rwanda to recognize an International Driving Permit issued in Afghanistan.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.

- Passport validity — Rwanda's immigration directorate says an applicant should hold a genuine acceptable travel document valid for not less than 6 months. The UK Foreign Office says your passport must have an expiry date at least 6 months after the date you arrive and at least one blank page for entry stamps.
