Yellow fever certificate
Arriving from Saudi Arabia, no yellow fever certificate is required: WHO does not list Saudi Arabia as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Saudi Arabia license
Saudi Arabia is party to the 1968 Vienna Convention and Rwanda to the 1949 Geneva Convention. They share none, so no treaty obliges Rwanda to recognize an International Driving Permit issued in Saudi Arabia.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.

- Passport validity — Rwanda's immigration directorate says an applicant should hold a genuine acceptable travel document valid for not less than 6 months. The UK Foreign Office says your passport must have an expiry date at least 6 months after the date you arrive and at least one blank page for entry stamps.
