Visit Saudi says holders of a US, UK or Schengen business or tourist visa that has been used at least once and has an entry stamp from the issuing country (digital entry stamps are not accepted), and holders of a UK, US or EU permanent residence permit, can apply for a visa on arrival.

Yellow fever certificate
Arriving from Vietnam, no yellow fever certificate is required: WHO does not list Vietnam as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Vietnam license
Saudi Arabia and Vietnam are both party to the 1968 Vienna Convention, so an International Driving Permit issued in Vietnam is one Saudi Arabia is bound to recognize.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.
