Yellow fever certificate
Arriving from Bangladesh, no yellow fever certificate is required: WHO does not list Bangladesh as a transmission risk. It can still be demanded if you have been in a risk country shortly before arriving.
Driving on a Bangladesh license
Thailand and Bangladesh are both party to the 1949 Geneva Convention, so an International Driving Permit issued in Bangladesh is one Thailand is bound to recognize.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.

- Thailand Digital Arrival Card (TDAC) — The Immigration Bureau says all passengers must complete the Thailand Digital Arrival Card, and that foreigners are required to submit their arrival card information 3 days in advance of their arrival date in Thailand. It is submitted at tdac.immigration.go.th.
