Turkey and Russia are both party to the 1949 Geneva Convention & 1968 Vienna Convention, so an International Driving Permit issued in Russia is one Turkey is bound to recognize.
Whether a permit is required alongside your national license is set by national road law, which we have not checked for this pair.

Frequently asked questions
Do Russian citizens need a visa for Turkey?
No. Russian citizens can enter Turkey without a visa for up to 60 days. Türkiye's Ministry of Foreign Affairs says ordinary passport holders are exempt from visa for touristic and business travel of up to 60 days.
How long can Russian citizens stay in Turkey?
Up to 60 days per entry. Türkiye counts the allowance across a rolling 180-day window: the MFA states the exemption as “90 days in any 180-day period” for nationality after nationality. Leaving and coming back does not start a fresh 90 days — days spent in the previous 180 still count against you. The MFA does not say whether the day you arrive and the day you leave are themselves counted, so we count both.
